Is there a specific example of non-integration you can point to with this, or a test case?

Currently cmd/savecore and dump code in kernel rely on common/bzip2, while the shlib itself is installed by external package. It would be nice to use the code we have in common/bzip2 to install the shlib (at least, bzip2 binary could come in handy as well) instead of using external packages. The zlib case is worse, and there are several private copies of its code in the tree.
