Add 'framebuffer?' command to loader
It would be useful to be able to easily check if the framebuffer is in use before, for example, attempting to change resolution or font.

Testing: Built, tested new command from loader prompt:
ok framebuffer get ... 6x0x480x32 ok framebuffer? . -1 ok framebuffer off ok framebuffer? . 0 .s ... stack is empty ...
Also noted that the box drawn around the menu items was graphical when the framebuffer is active, and text otherwise.
