Testing notes:

This change removes all remaining lint libraries from package manifests and stops them being built.
There is one remaining entry in exception_lists/packaging which is for the closed IKE library. That was never packaged.

I've done a build without sunstudio being installed on the build host and it was successful.
Peter Tribble has kindly run a build on SPARC which found a few remaining symlinks which needed cleaning up, that has been done.
