pkg(5) packages could be free of lint

Description
Newer pkg(5) clients check for various inconsistencies in packaging, some of which cause our packages to be non-installable.
We should clean this up.
A workspace containing fixes for the things pkglint complained about (a superset of things causing install-time problems) is here: https://github.com/richlowe/illumos-gate/compare/misc/pkglint
I'm taking the bug for now, though someone else (to whom I can't assign it) has said they may fix it first.
