closedNAME field in man pages should match what's installed

Description
The items listed in the NAME section of a man page should be useful as an argument to the man command - in other words, there should be an installed man page for everything listed under NAME.
See #10857 for an example, and a script to find candidates. This gives:

These are trivial omissions or typos.
The script linked to in #10857 also reports the following, which are slightly separate and I will declare them out of scope for this particular bug:
Missing: amd_17h_events.3cpc
Autogenerated by cpcgen, so not a simple manpage.
Missing: roff.5
Delivered as mandoc_roff.5
Missing: vi.1
Missing: view.1
We ship vi as a has/bin, so this is reported because of that split.
Missing: zfs
Missing: program.1m
This is because the man page for the "zfs program" subcommand is called zfs-program.
Multiple in section 3m and 3mvec - handle those separately.
