Description
Generally, I invoke the util-tests directly by using the test-runner and the default run-file. Today I tried to use the utiltest wrapper and found it failed. The /opt/util-tests/bin/utiltest
tries to identify a per-distro run-file, but none exist in illumos-gate. As such I've ported over the libc-test version that handles this.

To test this I invoked the updated copy of the utiltest binary and found that it successfully executed with the default runfile.
