set correct ld.so.1 for 64bit rootfs commands
For commands installed in the root FS (like, in /sbin), Makefile.cmd hardcodes /lib/ld.so.1 as interpreter. Since all binaries that we deliver in /sbin etc. are 32bit only, this hasn't been a problem.
So, to prepare for having a 64bit userspace, override this in Makefile.cmd.64 to allow 64bit binaries to live in the root FS.
