Description
onu from OI to pure illumos requires an unlocked sendmail and no libmilter (which is a separate package on OI, but in the sendmail package on illumos.)
Possibly there are other things too, but I haven't run into those yet.

Note if you don't fix #14061 first, you'll also blow it because the unlocked sendmail will get upgraded to ours, and the 'smmsp' user will be removed in the process.
