Update tzdata zones from 2021b
tzdata 2021b has been released which includes updates to the DST data for Samoa and Jordan.
For Jordan, DST is now going to start in February rather than March.
Samoa no longer observes DST - this should have started this week - https://mm.icann.org/pipermail/tz/2021-September/030796.html
tzdata 2021b also includes a set of controversial changes that merges some zones, renames others and makes some pre-1970 data inaccurate. For more details, see https://blog.joda.org/2021/09/big-problems-at-timezone-database.html for some more details.
*I am not planning to integrate these wider changes as the way forward is still being debated on the TZ mailing list, and more analysis would be required for illumos to ascertain the affect on various components such as installers and timezone libraries. *

I tested by comparing the output of the script in https://www.illumos.org/issues/13467 before and after, by building an OmniOS installation image containing this and checking that the TZ select dialogues still worked and manually checking that the date for Samoa was now correct (no DST):
Without patch% TZ=Pacific/Apia date Fri Oct 1 12:48:32 +14 2021 With patch% TZ=Pacific/Apia date Fri Oct 1 11:48:37 +13 2021
