opendead keys X11/MATE not working when IBus is disabled

Description
I tested on a Linux system (X11 with FBDEV frame buffer) with MATE 1.26 and xterm or pluma (editor) on that Linux system support so-called dead keys.
Also I verified on that Linux system that there was no "ibus" process (intelligent input method) running.
For example, when ^ or " is pressed, this results in a dead_circumflex or dead_diaeresis, modifiers that apply to the next key or next character to be entered.
This allows to enter characters with a circumflex or trema.
On OpenIndiana it seems in the past this was also working without IBus (see bug report Bug #9907 by Ben Frank ) but now it only works for me when IBus is enabled.
As a workaround I enable IBus now and I've written some notes on how to enable IBus

My OpenIndiana system has a /etc/X11/xorg.conf generated by the NVIDIA tool to create a xorg.conf for the NVIDIA GPU .
After comparing to Linux and after reading Ben Frank's bug report, I think this is probably a bug and those dead keys should work also without IBus.
Given the fact that it works when IBus is enabled, I set priority to "Low".
