openpkglint verification of UTF-8 filenames

Description
I'm flagging this as Feature because it is not clear to me that this is a pkglint bug.
Some packages deliver (or can deliver) filenames with UTF-8 encoded characters that are not plain 7 bit ASCII.
For example the package ca-certificates could (or is see bug #14510) deliver a filename such as
NetLock_Arany_Class_Gold_F\305\221tan\303\272s\303\255tv\303\241ny.pem
where \305\221 is the Hungarian small latin letter o with double acute.
If the policy of OpenIndiana is to encourage or enforce to use 7 bit ASCII on /etc/ files, pkglint could warn or error on such filenames when they are in specific paths such as /etc.
On the other hand it seems not unreasonable for packages to deliver such filenames for international scripts/alphabets.
