Description

Emulated devices which expose periodic timers to the guest (and userspace, via state import/export) should clamp their intervals to a minimum value which will not overwhelm the system. Our hres timer imposes a limit of 200us for unprivileged users. Linux KVM imposes the same limit by default. We should probably use that same limit for now, applying it to the APIC, PIT, HPET, and RTC.
