Remove SPARC man pages from section 8

Description
With IPD19 now published, we should go ahead and remove the SPARC-specific manual pages - those that are only shipped on SPARC. This will help further cleanup of the manual by not having to trip over or fix content we don't use.
Specifically, this issue covers the pages in section 8 - which covers 1 manual pages - deleting the pages themselves and the references to them in the Makefile. Furthermore, we should remove any cross-references to the removed pages in the manual that stays behind.
Note that the intention here is to remove explicit cross-references, not to clean up every possible mention in body text.

Testing: Viewed modified manual pages using the man(1)
utility. A build was clean, demonstrating that the Makefile changes
and file removals had no impact, and verified that the changes made no
difference to the list of man pages installed in the proto area and
that subsequent package construction proceeded without error and
packages contained exactly the same list of manual pages.
