Description

Trying to triage #164 and #163, which should be in the 'site' project,
I find that I can't, because (I assume) I lack some necessary
permission bit. This also seems to be the reason I can't Cc people
on bugs, while at least some can.

The permissions stuff needs to be relaxed so normal people can
do useful things without the software getting in the way.

Ideally, I'd like people to be able to file bugs without being forced
to sign up. I certainly hope that anyone who has signed up can
file a bug. But I think anyone with an account should be able to
move, triage, mark duplicate, etc, any bug they feel needs it.
These actions are reversible, so there is no associated risk.
There also appear to be bug states not accessible to mere mortals,
this too should be changed.
