qlt: QLogic 2700-based firmware needs updating to 8.3.0

Description

Current firmware for qlt driver is 8.2.0, whereas qlc (initiator) has 8.3.0


Fibre Channel QLogic QLE2692 Dual Port 16Gb FC to PCIe Gen3 x8 Adapter (ISP2722-based)

However Adapter doesn't work in target mode, is in offline state:

After updating qlt ISP2700-based firmware to 8.3.0, Adapter becomes online, works fine, and no errors in dmesg:

After applied patch from CR-3484 , FC adapter works fine and fcadm shows Firmware Version: 8.3.0 :
