Description

CA certs are stored in PEM format under /etc/certs. We need a script to check for and download updates from a source such as:

http://curl.haxx.se/docs/caextract.html

It should also be able to confirm that the package manifest for crypto/ca-certificates is current.

I don't think this issue makes sense after #3310 was resolved.
