Description
in S11 Oracle added an SMF milestone which comes online when system configuration and self-assembly is complete (that is, when it's safe to consider the system configuration to actually be as intended). This is a very useful thing, and we should have one.
It's not clear to me where it should fit in the ordering of milestones. (It likely depends on whether sysidcfg is a dependent or dependency), but it should certainly precede multi-user

Such milestone is probably part of sysidcfg replacement and comes from the overall design of S11. I am not sure what is match in Illumos case and how it is more usefull in our case without significant changes in the whole basic configuration process.
