closedsystem manual pages should live with the software

Description
Historically, the system manual pages have lived in a separate, 'man' consolidation. This is general recognized as a bad idea from a packaging point of view, but it's also not a great one from a maintenance point of view (see the various onnv integration rules surrounding the state of your documentation CR).
The open manual pages for systems software should live, and be maintained, in the illumos gate, and be packaged with the software they describe (behind an appropriate pkg facet, for pkg5 to use directly, and others to parse out and deal with as they see fit).
