Description
Bug 17 is a duplicate of bug 16. It would have been nice to be able to mark it as such.
I suppose this is really a policy question. Do we open the ticket system so that anyone can mark duplicates and other minimal administrative functions or do we keep everything other than "comment" closed between a certified group?
I'm not sure an open ticket system will work - anything open invites spam and other malfeasant behaviour. Sadly, we're at the mercy of human nature here.
Perhaps the answer is to expand the number of people with privileges to handle ticket workflow as required?

Yes, this is the plan (to increase the number of developers/managers in projects). For now it's the existing members that can change things. Closing this for now.. we can revisit it later.
