ssh scripts and manifest do not support multiple instances of ssh

Description

The current SMF manifest for the ssh daemon (/var/svc/manifest/nework/ssh.xml) and its startup script (/lib/svc/method/sshd) do not support the creation of multiple SMF instances that each use their own configuration file.

Operating in this fashion can be advantageous because it allows for different access controls to be applied in a per network interface style.
