Hi
It seems that new cpu powermanagement implementation changed how handle cpu pm features.
see openindiana bug http://www.illumos.org/issues/249
This feature request is to merge back old state methood so older processors also can have working cpu pm features.

There is no "old driver" - powernow was always an add-on. I don't know what changed between 134 and the current build that would cause your CPU to lose frequency scaling.

It seems frequency scaling support detection has changed what comes to P-state and C-state detection.

Illumos supports for P and C state but not on your system.
This issue is more related to the problem from http://www.illumos.org/issues/249 and needs investigation there.
