Installer: make timeouts to accept default language/keyboard

Description

In order to allow for more unattended boots of LiveCD/LiveUSB from BIOS to X11 GUI (which can take a while, and the user can walk away from the booting PC in question), I suggest to add some timeout (10-30sec) to automatically accept English language and keyboard and continue booting into the requested GUI or text mode.
Such an utility was IIRC part of Solaris installer for a long time as a standalone binary which had a timeout and default value as parameters, and could return the user-entered value or the default one; but the feature can be reimplemented for Caiman in whatever way is convenient today.
