It would be good if there were a facility (webapp) where developers could ask for "permission" to integrate into the tree, and advocates/gatekeepers could grant it, like RTI although I think it should be simpler.

This can then be checked by the commit hooks to ensure folks don't commit a change without an approved RTI.
