This is a clone of http://bugs.opensolaris.org/bugdatabase/view_bug.do?bug_id=6983942
svccfg refuses to validate an SMF manifest with manpages sharing the same title, but different sections. When svccfg cleanup encounters this problem, it exposes the more serious bug in #235.
