CPU allocation of MSI-X produces interrupt exhaustion

Description

Context
  • A server with 44 NICs fails to make available more than 8 of them running SmartOS.
  • Running a different OS (linux) makes all NICs available.
  • the box is a dual Xeon E5-2630L

Diagnosis
  • `prtconf -d` shows the 44 interfaces
  • `dladm show-phys `only shows 8 of them
  • `modinfo | grep apix` say apix MPv1.4 compatible
  • /var/adm/messages has no error/failure messages
  • For mdb -k -e '::interrupts' please see attached images

This is happening on a system that is using the apix driver as opposed to pcplusmp. We would expect this with pcplusmp and this was one of the main motivating factors for us to go to the apix driver.
