Description

We need an open replacement for closed od(1).

Also, the closed od(1) is horribly broken in a few respects:

a) -tfL output is ... totally garbage (I don't know what its dumping, but it isn't the expected data)

b) -C occasionally emits 000 instead of \0 (but 000 would never be part of a multibyte sequence, so go figure!)

c) -c doesn't adhere to POSIX unless run from XPG4. Is there any reason to support legacy mode? (If you want legacy mode, run from LANG=C!)

d) The "-" standalone option is not compliant with POSIX, and does not behave as documented. Its also very very bizarre. We're going to drop it and just do POSIX for now. We'll add it later if someone complains.
