Description

Similar to issue #4351, the SMF commands (svcadm, svcprop, svccfg, svcs) should be moved into /sbin, retaining legacy symlinks from /usr/{s}bin. Relevant dependency libraries should be moved into /lib.

This would allow many system-initialization services to no longer depend on /usr availability during boot (see #829), as well as would ease repairs of systems minimally booted without a mounted /usr.
