Redmine lacks basic functionality without JavaScript

Description

Redmine relies upon JavaScript/AJAX for much of its basic functionality. For a project like Illumos, where there's a fair chance you will only have a console available and need to look up, update, or file a bug, this is problematic.

Indeed, I originally tried to file this bug from within lynx and got a 500 Internal Server Error when trying to hit Create.

I have identified a number of places where JavaScript is used instead of more-compatible regular links and form submission buttons. It is still possible, via JS to override the "default" behaviors and maintain it's AJAXiness, while ensuring that the core audience of developers is able to use the site's functionality when they are developing.

It was pointed out on IRC that some of the JavaScript causes some browsers (such as the older Seamonkey 1.1.x line) to fail. I would expect that there are other browsers with similar issues, as well.

Let's see in this issue later. Maybe we need some console tool for redmine. Because it will be hard refuse from javascript in redmine.
