From the very bottom of the manpage:
NOTES
The reboot utility does not execute the scripts in
/etc/rcnum.d or execute shutdown actions in inittab(4). To
ensure a complete shutdown of system services, use
shutdown(1M) or init(1M) to reboot a Solaris system.
First of all, this bit of trivia (which has been relegated to the notes section) may be quite important to users. No one will actually continue reading till the very end of the manpage. It should be more prominently placed, quite possibly in the name or description sections.
Second, this note doesn't even hint at the existence of SMF.
