Allow issues to span multiple projects

Description

Projects should be able to "adopt" issues that are tracked in another project's issue tracker. These adopted issues could be displayed specially in the issue list of the adopting project (italicized) to make it obvious that they don't "belong" to that project.

This will reduce the number of duplicate bugs filed between projects.
