metaslabs should have a fragmentation metric
zfs - Zettabyte File System
Each metaslab can maintain a fragmentation metric that is derived from the space_map histogram. This information can used in the selection of metaslabs. This metric can be rolled up to devices and pool level and exposed to the user via 'zpool list'.
