add a method to limit the size of the dedup hash table.
When the dedup hash table grows larger than the users specified size, turn off all dedup additions to the dedup table, all future writes would not be deduped and would happen as if dedup was disabled. Perhaps an option to allow the dedup table to add new references to existing entries in the dedup hash table, so if another instance of an existing entry is found this could be allowed to be added but no new entries in the hash tables should be created. This would make dedup more useful for users with less resources than would be required to grow the dedup table to its full size.
