Kernel Panic on importing pool without log device

Description

My system had been running for years with no issues. I performed a pkg update a few weeks ago to a9. Last week the system went into a panic reboot loop. After disconnecting the log device (non-mirrored ssd) the system did not panic and booted. The tank pool was faulted with a missing ZIL. I tried to export it and import it again. It refused to import without the log device. I used the -m option and that caused a reboot panic. The pool cannot be imported at this time with any of the BEs. I have added and configured a new ZIL but it makes no difference.
