This is closely related to 5337. In general, rather than the driver having to handle the link-down case (or in addition to that, since link-down detection may be racy) specially, any condition that causes the rings to fill should be handled by dropping on TX. This would prevent consumers from hanging waiting on the queue to drain (which in the case of a faulty device or external cable problem may never happen).
