Upgrading to OI_148 seems a partial Update

Description

Hi
I try to explain,
I did an upgrade to Oi_148 from oi_147, and ALL seems to run fine.
But When i go to the Package manager I see that there are a lot of updates available, so it seems a partial update, but i do not know how to update them.
When I try to Update the package manager fails.

I attached an image to show that.

I found a workaoround:
change the priority of opensolaris/dev to the first place:
from:
@
PUBLISHER TYPE STATUS URI
opensolaris.org (non-sticky, preferred) origin online http://pkg.openindiana.org/legacy/
contrib.opensolaris.org origin online http://pkg.opensolaris.org/contrib/
extra (non-sticky) origin online https://pkg.sun.com/opensolaris/extra/
openindiana.org origin online http://pkg.openindiana.org/dev/

to

if i issue a
pfexec pkg image-update

it seems to run correctly, I hope i'm doing that now. ;-)
