Description

This is the placeholder issue for putting in place sys/null.h allowing a centralised definition
of the NULL pointer constant in the gate as reviewed https://www.illumos.org/rb/r/114/

    6487 clean up __STDC__ ifdefs in rpcsvc/dbm.h
    6563 fmtmsg.h should be simplified and neither define NULL nor _NULL
