Description
As part of the work for CTF Everywhere phase 1 and the multi-CU convert, it's useful to have a general purpose work queue that uses a static number of threads to process it. The sole driving criteria is to add a number of items, and then drain them all, processing each function with a specified number of threads, which may be the single calling thread.
This workq will be compiled into libctf for now and in the future we may extend it into a shared object and general library interface.
