Description

As part of the work for CTF Everywhere phase 1 and a multithreaded CTF merge, we'd like to add a general purpose merge queue which works by allowing us to add a set of items and then processes it, potentially in parallel, using a divide and conquer algorithm. This is particularly useful for doing a ctfmerge where we want to go and operate on pairs of items until we have a single one left.

The mergeq will be generally compiled into libctf and in the future we may extend it to a general purpose library.
