testrunner can miss options specific to individual tests in runfiles
If a runfile section specifies a property that does not exist in the DEFAULTS section, then that property is ignored.
This modifies the runfile parsing so that the failure to find a property in the DEFAULTS section doesn't prohibit from being processed in a subsequent section.
