Description
The issue tracker does only allow issues to be assigned to users who are either has the developer or reporter status.
This is probably not wanted, if we want "everybody" to have the possibility to take care of an issue, or want to create an issue which they handle themselves.

This appears to be at least in part constrained by Redmine behaviour - if it allowed everyone to be selected, it'd break the page layout.
We're pretty snappy when it comes to assigning roles, so for now I'd like to let it stand and grant roles as required.

If people could just select "Assign to me" and the developers could assign a ticket to the original poster, then it should probably be enough without cluttering the interface. I don't know if such a setting or plugin exists for Redmine.

- Difficulty set to Medium
- Tags set to needs-triage
In practice, this has not been a huge problem. People are welcome to request whatever role they think they should have , via IRC, mail, etc.
