Description
Perl 5.16 is EOLed (at 2013-03-11) and should be removed. New 64-bit perl 5.24 was added, but misses modules. We need to build modules for Perl 5.24 and remove modules for Perl 5.16.
While on this some modules can be updated.
Also, it was decided that all perl-related components should live under components/perl.
