Description

Change the license on localedef source to BSD style.

This was done some time ago in our fork to allow the BSD communities (DragonFly BSD and FreeBSD) to use it, but wasn't done in illumos-gate proper, which doesn't help collaboration with the mentioned developers, who are providing valuable fixes.
