Pulseaudio doesn't set volume level on playback, if there is another audio device

Description

If there is an additional audio device (USB Webcam with audio input device in this case),
on _every_new playing back of any sound, the volume level is set to value set with audioctl.
(audioctl set-control -d DeviceName volume XY)

Default audioctl volume level is set to 75%, when another audio device is available,
so it can act like having lower then desired volume output,
and if set to 100% with audioctl, then it is always playing on that loudest settings
