Description

If OI 2017.10 minimal ISO medium fails to boot, it fails to enter system maintenance mode with following error:

Enter user name for system maintenance (control-d to bypass): root
Enter root password (control-d to bypass): 
single-user privilege assigned to root on /dev/console.
Entering System Maintenance Mode

Nov  1 11:28:38 su: 'su root' succeeded for root on /dev/console
ld.so.1: bash: fatal: libncurses.so.5: open failed: No such file or directory
ld.so.1: bash: fatal: relocation error: file /usr/bin/bash: symbol PC: referenced symbol not found
Requesting System Maintenance Mode

Console login service(s) cannot run
