I have similar problem with Kaby Lake-based laptop. Try to disable ACPI in the boot loader and see if you get further (in my case I have to disable hda sound card in BIOS to get to the system).

After disabling ACPI and sound card, boot went further but stop after xhci0: failed to map device registers: -1 , asks system maintenance but never drops to command line as it gives Console login service(s) cannot run.

I suspect that 9823/9824 will have fixed this.
