issue found by gcc 7 build:

    ilbd_rules.c:842:18: error: comparison between pointer and zero character constant [-Werror=pointer-compare]
        if (rule_name != '\0') {
                      ^~
    ilbd_rules.c:842:8: note: did you mean to dereference the pointer?

            ^
    cc1: all warnings being treated as errors
