Title says it all! If we're going to use webrev, we should have some documentation for those used to just dropping a patch on a mailing-list.

I will take a look at this later on today, and I'll try to document what ever tools the developers should be aware of, which may help out in the development process.
Feel free to suggest other tools that might be of interest.
