Description

The SMB client uses kTLI. During work on #9735 (Need to provide SMB 2.1 Client)
I found it useful to have a kTLI equivalent to t_optmgmt(3nsl).

For the most part, the kTLI functions mirror the TLI/XTI functions,
but t_optmgmt is/was missing.
