mandoc(1) should be large file aware

As mentioned in the bug, if the inode values on a filesystem have exceeded 2^32, mandoc will fail. A user on irc has encountered this, and as it turns out it's been encountered on the Joyent pkgsrc build systems as well (but been ignored). I also missed a flag when upstreaming the earlier native adjunct bits (9509).
Built new mandoc in usr/src/tools, ran against various man pages (man1/man.1, man4/proc.4), ran nm against binary to verify the *64() versions of fstat(2), etc. were present.
