5710 iswblank_l missing from headers
The test for this is mostly the test suite in the symbols test itself. The iswblank_l symbol has long existed, but was missing from the headers. My bad from earlier.
As part of this change, I've fleshed out the symbols visibility tests for wctype.h; I now believe that with this test suite in place, we have full coverage for that header file, at least as far as required symbol names go.
Note that this change sits on top of my other review board: https://www.illumos.org/rb/r/14/ -- which adds the test suite that this change adds configuration for.
